COMPLEMENTARY TOOLS FOR THE PRESERVATION OF FUNDAMENTAL RIGHTS AND GUARANTEES IN THE DEMOCRATIC STATE OF LAW, FROM THE PERSPECTIVE OF HUMAN RIGHTS

Given the current and growing debate, across all governmental and social spheres, regarding the use or non-use of body-worn cameras by police officers on duty in the country, this article aims to analyze whether, and how, body-worn cameras—already implemented or in the process of implementation in various police organizations in Brazil—contribute to the protection of human rights and the preservation of citizens’ fundamental rights and guarantees during interactions with the police, from the perspective of human rights within a democratic state governed by the rule of law. To this end, a comprehensive narrative literature review methodology was employed, based on scientific articles and journals published in major national and international academic databases. As a conclusion, it was determined that body-worn cameras can be an important technological tool for achieving the objectives of a democratic state governed by the rule of law, particularly with regard to safeguarding citizens’ fundamental rights and guarantees.
