THE IMPORTANCE OF TRAINING IN HUMAN RIGHTS IN TECHNOLOGY DEGREES AS A MECHANISM TO GUARANTEE CITIZENS’ RIGHTS

This study presents the importance of Human Rights education in Information Technology degree programs, based on a bibliographic review and on official performance evaluation instruments of the Ministério da Educação. The paper generally addresses the concept of Artificial Intelligence and discusses the debate surrounding Artificial Intelligence ethics; the proposal for the Brazilian Legal Framework for Artificial Intelligence; and the impact of technological use on people’s lives. The study concludes by suggesting the inclusion of Artificial Intelligence ethics and the use of technologies within Information Technology undergraduate curricula, demonstrating that these two themes constitute branches of Human Rights Education in Brazilian higher education and represent strategies to ensure comprehensive training for software developers when incorporated into curricula. The analysis is grounded in the approach proposed by Projeto de Lei 2.338 de 2023, the Brazilian Legal Framework for Artificial Intelligence, which highlights the importance of the responsible development and use of Artificial Intelligence systems and establishes, among its guiding principles, the “centrality of the human person” in order to preserve fundamental rights.
